New York City’s public hospitals, which form a critical safety net for many low-income residents, are facing a shortage of doctors who work in primary care, the day-to-day physicians with whom patients make first contact, such as those in family practice, pediatrics and internal medicine.

There is no shortage of primary care doctors in the state as a whole, according to a 2018 report from the Center for Health Workforce Studies at the University at Albany. But New York’s doctors are poorly distributed, with almost a third of the state’s population living in a federally designated health professional shortage area – including many in poorer areas of New York City, such as East New York, Brownsville and Washington Heights.

BUFFALO, N.Y. — Medical school is a daunting financial proposition for anyone, but for those from underrepresented groups it can be a deal-breaker.

That financial barrier is one of the major factors leading to the lack of physicians from underrepresented groups. Even in a diverse state like New York, where African-Americans and Hispanics/Latinos comprise more than 30 percent of the population, they make up only 12 percent of the physician workforce, according to data from the State University of New York Albany Center for Health Workforce Studies.

New York City is getting a new medical school in Harlem with the goal of training more doctors to practice in underserved communities across the state. The CUNY School of Medicine will be located on the City College campus near 138th Street and will partner with the Bronx-based St. Barnabas Health System.

In response to a growing demand for nurse practitioners in the New York state, one of the largest health care systems in the region is launching a graduate school for nurse-practitioner programs. Hofstra University in Hempstead, L.I., and the North Shore-LIJ Health System, with which it is associated, announced Tuesday the formation of the School of Graduate Nursing and Health Professions.
